Why ICC conducted World Cup 1999 within 3 years?

The International Cricket Council conducts the World Cup tournament after a gap of four years but interestingly the 1999 World Cup was held after a gap of 3 years only.

The strings of this mystery are attached to the history.

Notably, the World Cup 1992 had taken place after a gap of five years. Taking note of the WC 1987, the next tournament must have been conducted in 1991 but it happened in 1992.

The 1996 WC held as per the four-year rule but then ICC cut the period by one year to bring the original cycle back on track. As a result, the cricket body had to organize the WC 1999 within three years.

Now, the real question is why was there a delay of one year in WC 1992.

Australia had to host the world's biggest cricketing tournament in 1991 and it is believed that it was scheduled for winter and the weather was not suitable for cricket.

As the climatic conditions were not appropriate, the date for the event was pushed to 1992.
